Strasbourg, 12.04.2011 -- In a statement today, the Secretary General of the Council of Europe, Mr. Thorbjørn Jagland, called for improved co-operation to manage the on-going migration flows from northern Africa. ''I am concerned about the lack of co-operation in Europe which is endangering respect of human rights. Europe should be co-ordinated, efficient and swift in its response.
The Council of Europe can assist member States to establish adequate reception procedures and train immigration and legal officials. Migrants and asylum seekers, especially children, are often very vulnerable and should not suffer lengthy periods of uncertainty, insecurity and detention. Governments should help each other through the current crisis''.
The Secretary General will propose specific measures to the Council of Europe Committee of Ministers next week.
